Last December 16, the BIR entered into a Memorandum of Agreement with the Bureau of Local Government Finance and the Philippine Association of Local Treasurers and Assessors, Inc. to improve services to taxpayers and enhance tax collection and administration.

Last November 27, hundreds of revenuers formally welcomed Commissioner Joel L. Tan-Torres as full-fledged BIR Commissioner, and bade farewell to outgoing Commissioner Sixto S. Esquivias IV.

Senior Deputy Commissioner Joel L. Tan-Torres directed all Revenue District Offices nationwide to create and deploy their own SanTAX Claus Teams (composed of Revenue Officers) in bazaars and trade events in their respective areas to remind “tiangge” vendors and shoppers about their tax obligations.

Last September 24, the BIR was recognized for “initiating” the Public Governance System in the agency.

For the First Semester of 2009, the BIR ranked 6th among 109 total participating government agencies in terms of compliance to the requirements of the Integrity Development Action Plan being monitored and evaluated by the Presidential Anti-Graft Commission.

Last July 1, the BIR rolled out a new web-based system called the Electronic Accreditation and Registration (eAccReg) System.

In order to check taxpayers’ compliance with certain Income Tax regulations, Commissioner Sixto S. Esquivias IV has ordered concerned revenue offices to immediately conduct pre-audit of annual Income Tax Returns filed by individual and corporate taxpayers for taxable year 2008.

For a more effective administration of the Value-Added Tax System, Commissioner Sixto S. Esquivias IV has ordered all concerned revenuers to strictly implement the penalty provisions for non-submission by taxpayers of the Quarterly Summary Lists of Sales and Purchases (SLSP).

With the implementation of “Oplan Kandado” starting January 2009, the BIR already padlocked twelve (12) business establishments that were found to have violated certain tax laws.

Commissioner Sixto S. Esquivias IV directed all concerned revenue officials to intensify the collection of unpaid taxes due from taxpayers who have filed their tax returns via the BIR’s Electronic Filing and Payment System.
