    BIR pushes full ITS rollout

    In preparation for the integration of E-Commerce in the Bureau’s operations, several initiatives are being undertaken to acce-lerate the rollout of the full Integrated Tax Systems (ITS) in sites with high collection impact.

    Based on the Program Release Plan prepared by the Information Systems Group, full ITS rollout is targeted to be completed in Revenue Region (RR 8) – Makati by January 31, 2001; in the Large Taxpayers Service by March 30, 2001 and in the newly-established Makati - Large Taxpayers District Office (LTDO) by June 29, 2001.

    By October 1, 2000, five (5) front-end systems will be rolled out in the Makati LTDO. These systems are: Registration System, Collection and Bank Reconciliation System, Returns Processing System, Taxpayers Accounting System and Case Monitoring System. The remaining front-end system, Returns Compliance System, will be rolled out in the said office on November 30.

    Of the seven (7) back-end systems to be rolled out, the Accounts Receivable System is the first one to be released on September 29 in RR 8 – Makati City. (By Elen Capili)


    Project Teams Created for Full ITS Rollout Acceleration Program

    In line with Commissioner Dakila Fonacier’s thrust to fully utilize tax computerization in the Bureau’s operations, seven (7) Project Teams were created for the implementation of the Full ITS Rollout Acceleration Program.

    The Program is headed by Commissioner Fonacier, as Project Sponsor; Deputy Commissioner (DCIR) Lilia Guillermo, as Project Controller; and DCIR Oscar Sevilla as Project Director. The Process Owners of the back-end systems to be rolled out, on the other hand, are Assistant Commissioner (ACIR) Melchor Ramos, ACIR Nora Tamayo and Head Revenue Executive Assistant Teresita Luchico.

    The seven Project Teams created are: ITS Gap Analysis Team headed by Lorna Mendoza; ITS Modification/Changes Team headed by Antonette Ablay; Approach on Data Conversion Team headed by Racquel Baltazar; Rollout Design and Implementation Team headed by Charo Enriquez; Ownership Building Team headed by Aurora Trompeta; External Communications Team headed by Tess Felipe and Resource and Performance Management Team headed by Estelita Datu and Carolina Pesayco.

    The Program, which aims to enable an infrastructure for involuntary compliance, is being implemented in partnership with Andersen Consulting, which is represented by Ma. Theresa Yuyek and Jacqueline Aboy, as the counterpart Project Director and Project Manager, respectively. (By Ruth Llausas)


    BIR schedules release of back-end systems

    In compliance with Commissioner Fonacier’s directive to fully utilize tax computerization in the Bureau’s operations, the Information Systems Group, headed by Deputy Commissioner (DCIR) Lilia Guillermo, prepared a Program Release Plan for the rollout of the back-end systems in identified target sites.

    Based on the Plan, seven (7) back-end systems are scheduled to be released in stages in the following priority sites: 1) Makati Regional and District Offices; 2) Large Taxpayers Service; and 3) Makati - Large Taxpayers District Office.
    Following the soft launching of the Accounts Receivable System in Revenue Region (RR) 8 - Makati City last September 29, three (3) more back-end systems are scheduled for release in 2000 in the region. These are: 1) Taxpayer Profiling using the National Office Management Information System (NOMIS) on November 3; 2) Issuance of Tax Credit Certificates/Tax Debit Memo and 3) Management Reporting through the Executive Information System (EIS), both on December 1.

    The remaining back-end systems are scheduled for release on January 31, 2001, and these are: 1) Income and Withholding Tax Verification; 2) Issuance of Tax Refunds; and 3) Selective Audit using Accounts Information Form (AIF).

    The release of the back-end systems is one of the priority measures being implemented to strengthen revenue generation, improve the BIR’s capacity to profile taxpayer and improve taxpayer compliance, as well as the Bureau’s operational efficiency. ( By Elen Capili)


    BIR releases Accounts Receivable System in Makati

    In line with the Bureau’s implementation of the Full Integrated Tax System (ITS) Rollout Acceleration Program, the Accounts Receivable System (ARS) was “soft” launched in Revenue Region (RR) 8 – Makati City on September 29.
    The ARS is the first of the seven (7) back-end systems to be released under the Program. With the system already in place in Makati City, Revenue Region 8 can now: 1) automatically identify accounts receivable (A/R) cases; 2) generate Reminder Letters with less manual intervention; and 3) process and monitor A/R cases through the use of A/R case template.

    The facility for the automatic set up and monitoring of installment payment arrangements granted to taxpayers will be made available to the Revenue District Offices of RR 8 on October 22.
    The next back-end system to be released in RR 8 is Taxpayer Profiling, which is scheduled on November 3. (By Elen Capili)


    BIR creates ITS Sustainability Task Force

    To ensure the full utilization of tax computerization in the Bureau’s operations, Commissioner Dakila Fonacier created an Integrated Tax System (ITS) Sustainability Task Force for the Operations Group headed by Central Luzon Revenue Data Center (RDC) Head Gerardo Flores, Jr.

    The Task Force, created pursuant to Revenue Special Order No. 671-2000, is mandated to identify gaps and ensure the efficient implementation of the ITS capabilities in the Regional and District Offices based on the approved and established Key Performance Indicators (KPI). This will be accomplished through the conduct of Performance Review in computerized BIR offices, focusing initially on the use of the ITS front-end systems.

    Activities lined up for Phase 1 of the Performance Review are the following: 1) identification of stop-/non-filers from among the top 500 top taxpayers per district; 2) registration data base cleanup; 3) suspense resolution for Returns Processing System (RPS) and Collection and Bank Reconciliation (CBR); 4) backlog management; 5) Taxpayer Accounting System (TAS) ledger cleanup and 6) full implementation of the Case Monitoring System (CMS) and Document Tracking Module (DTM).

    The Task Force is composed of the following members: Teresita Solomon (Head of Information Systems Operations Service Data Center), Victoria de Leon (Head of Makati Data Center), Corazon Pangcog (Head Revenue Executive Assistant of Large Taxpayers Service), Estelita Datu (Chief of Personnel Division), Rowena Altura (Chief of Corporate Communications Division), Marissa Cabreros (Chief of LT Audit and Investigation Division II), Monette Tiongson (Chief of Security Management Division), Gerry Dumayas (Assistant Revenue District Officer of Binondo District Office), Lorna Fernandez (Internal Audit Division), Michaela Inal (RDC-Central Luzon) and Rene De Guzman (Accenture consultant).     BIR sets ITS Rollout Priorities for 2001

    The Information Systems Group, headed by Deputy Commissioner Lilia Guillermo, has established the Rollout Priority Plan for 2001 in line with the on-going Full Integrated Tax System (ITS) Rollout Acceleration Program.
    Based on the Priority Plan, a Large Taxpayers District Office (LTDO) will be established by end of 2001 in Revenue Region (RR) 6 - Manila and RR 13 - Cebu City.

    The ITS front-end systems, on the other hand, will be rolled out in fourteen (14) non-Metro Manila Revenue District Offices (RDOs) in 2001: and these will be in: Revenue District Office Nos. 58-Batangas City, 59-Lipa City and 60-Lucena City by 1st quarter; Revenue District Office Nos. 3-San Fernando, La Union, 4-Calasiao, West Pangasinan, 8-Baguio City, 84-Tagbilaran City and 98-Cagayan de Oro City by 2nd quarter; Revenue District Office Nos. 20-Balanga, Bataan, 113-Davao City and 115-Digos, Davao del Sur by 3rd quarter; and RDO Nos. 74-Iloilo City, 77-Bacolod City and 78-Binalbagan, Negros Occidental by 4th quarter.

    Finally, the ITS back-end systems are scheduled to be rolled out in ten (10) RDOs by 2nd quarter of the same year. These will be in RDO Nos. 29-San Nicolas, Tondo, 30-Binondo, 31-Sta. Cruz, 32-Quiapo-Sampaloc-San Miguel, 33-Intramuros-Ermita-Malate, 34-Paco-Pandacan-Sta. Ana, 80-Mandaue City, 81-Cebu City North, 82-Cebu City South and 83-Talisay Cebu. (By Minnie Quintos)


    BIR implements E-Commerce initiatives

    In compliance with President Joseph Estrada’s directive to fully implement the E-Commerce Act (Republic Act No. 8792) by 2002, the BIR has lined up several initiatives toward this end.

    These initiatives include projects that will improve the Bureau’s dissemination of information and delivery of taxpayer service. Foremost of these are the following: enhancement of the BIR Website; implementation of the Automated Data Capture Project, which involves the establishment of call centers; implementation of electronic registration/filing of returns/payment of taxes/invoi-cing; and the establishment of external linkages.
    Projects to implement the electronic registration of businesses as well as to monitor and control domestic businesses engaged in E-Commerce are also lined up to improve tax administration.
    To improve the management of the Bureau’s resources, the procurement, bidding and recruitment of personnel will also be done electronically.

    Finally, the following activities will be undertaken to address the taxation and legal issues brought about by the E-Commerce Act: prepare proposal to amend Sec. 23 of RA No. 8792; identify E-Commerce transactions; determine tax situs and tax points for cross border transactions; and study characterization of income as well as the definition of “permanent establishment” and royalties.     Change Management ExeCom created

    To support the successful rollout of the Integrated Tax System (ITS) back-end systems in identified priority sites, a Change Management Executive Committee was created headed by Deputy Commissioner Estelita Aguirre of the Resource Management Group.

    The Committee was created pursuant to Revenue Special Order No. 716-2000. It is tasked primarily to ensure the integration of change management initiatives being undertaken relative to the implementation of the Full ITS Rollout Acceleration Program.

    Other duties and responsibilities of the Committee include the monitoring of progress and assessment of the effectiveness of change and ownership building initiatives and projects.

    The Vice-Chairman of the Committee is Head Revenue Executive Assistant (HREA) Teresita Luchico of the Policy and Planning Service, and its members are: Celia King (HREA of Large Taxpayers Service - LTS), Corazon Pangcog (HREA of LTS), Ma. Rosario Charo Enriquez (HREA of Info.     BIR implements new ITS release strategy

    The release of the Integrated Tax Systems (ITS) back-end capabilities will now be done in phases.
    With a phased approach in the release of the functionalities per capability, the personnel in the pilot sites will be in a better position to manage and perform the new tasks expected of them as a result of computerization.
    Last January 31, the following functionalities per specified capability were rolled-out in Revenue Region 8 – Makati: 1) under issuance of Tax Credit Certificate/Tax Debit Memo (TCC/TDM) capability – decentralized issuance of TDM at Revenue District Offices; new manual claims; converted TCC; and manual audit; 2) under Income and Withholding Tax Verification capability – automatic upload of alphalist; data entry of non-automated alphalist; and agent alphalist vs. agent monthly withholding tax; and 3) under Issuance of Refunds capability – decentralized issuance at Revenue District Officers; conversion of TCC to refunds; refunds issuance (system-generated Tax Refund Notice); refunds reconciliation; and manual audit.     ITS Sustainability Task Force conducts IAT meetings

    The sustainability of the Integrated Tax System (ITS) front-end systems in Metro Manila regions is now being assessed by the ITS Sustainability Task Force for the Operations Group though a series of Implementation Assistance (IAT) meetings being conducted at Metro Manila regions.

    Since January 8, the Task Force, headed by Central Luzon Revenue Data Center (RDC) Head Gerardo Flores, Jr., has conducted IAT meetings in the following regions: Revenue Region (RR) 8-Makati (Jan. 8); RR 6-Manila (Jan. 15); RR 7-Quezon City (Jan. 16); RR 5-Valenzuela (Jan. 17); RR 4-San Fernando, Pampanga (Jan. 19) and RR 9-San Pablo City (Jan. 23).

    During the IAT meetings, officials of the Regional Offices and Revenue District Offices (RDOs), including the designated Error Handlers, were briefed about the mandate and priorities of the Task Force, as well as the tasks expected of them to ensure the sustainability of the ITS front-end systems in their office.

    RDC Head Flores specified three main issues that need to be resolved by the Revenue District Offices (RDOs) before the arrival of the International Monetary Fund (IMF) by end of the first quarter. These are: high suspense rates; backlog in the pre-processing of documents and resolution of stop-filer cases. To resolve these issues, RDOs were asked to clean up their registration database; lower their suspense rate to 1% for Collection and Bank Reconcialiation (CBR) and 5% for Returns Processing System (RPS); and resolve at least 90% of stop-filer cases for their first batch of top taxpayers by end of February.

    Deputy Commissioner (DCIR) Oscar Sevilla, who joined the Task Force at the IAT meetings, directed the Revenue District Officers to impart to their case officers the importance of computerization in the Bureau’s operations. “In order for them to be useful to the organization, case officers should start learning about computerization, otherwise mababangko sila”, said DCIR Sevilla.     New Performance Management Process for computerized BIR offices proposed

    A Performance Management Briefing (office level) was conducted on February 16 to institutionalize a performance measurement system in offices involved in the Bureau’s Full Integrated Tax System (ITS) Rollout Acceleration Program.

    The Project Managers of the Performance Management Team, in coordination with Accenture, conducted the briefing primarily to discuss and validate the identified Key Performance Indicators (KPIs) with identified target offices.
    A new performance measurement system was presented which is based on two (2) key performance management principles, namely: 1) the cascade approach and 2) the balanced scorecard.

    The cascade approach employs four (4) levels of performance measures, and these are: corporate, process, office/group and job levels.

    Under the balanced scorecard principle, performance goals and measures will be developed based on four (4) equally important perspectives, namely: financial perspective, taxpayer perspective, organizational processes and organization learning.

    Based on the two key performance management principles, the proposed Office Scorecard for the ITS back-end capabilities was presented to BIR top management and to the officials of Revenue Region 8 - Makati and its Revenue District Offices. (By Arlene Pandaraoan)


    Program Performance Scorecard developed

    A program evaluation and planning session for the Bureau’s Full Integrated Tax System (ITS) Rollout Acceleration Program was conducted on February 22 at the Hotel Rembrandt in Quezon City.
    The session was participated in by the Project Managers of the Program’s various project teams, and was facilitated by the Accenture, consultant for the BIR’s computerization project.

    In her inspirational talk, the Program’s Project Controller, Deputy Commissioner (DCIR) Lilia C. Guillermo, said that “even if Accenture will no longer be around come June, BIR has to sustain the energy and the (project) teams that we have now.”

    “Yes, we can!” This was the response of the Project Managers when they were asked by DCIR Guillermo if “BIR can live without Accenture,” and if the project teams can make full ITS work in Revenue Region 8-Makati without them.
    During the session, the importance of performance measurement and its impact to the Bureau were discussed. A new perfor-mance management process was also presented to the participants, which became the basis in the development of program scorecard and prioritization of initiatives per project team.

    In his closing remarks, the Program’s Project Director, DCIR Oscar L. Sevilla, said that “I always view computerization as something that will be complementary with operation, and as a tool that would help us improve our efficiency and collections.” (By Nolan Ofrecio)


    Rollout of ITS Capabilities continues

    Six (6) back-end capabilities of the Integrated Tax System (ITS) were rolled out in identified BIR target sites during the first quarter of 2001.

    This is in line with the Commissioner’s thrust to fully utilize tax computerization in the Bureau’s operations.
    The capabilities rolled out are the following: 1) Accounts Receivable in Large Taxpayers District Office (LTDO) - Makati on February 1; 2) Taxpayer Profiling using National Office Management Information System (NOMIS) in the Large Taxpayers Service (LTS) on January 17 and in LTDO - Makati on March 1; 3) Issuance of Tax Credit Certificates/Tax Debit Memo in Revenue Region (RR) 8-Makati on January 31 and in LTS on March 2; 4) NOMIS Management Reporting through Executive Information System in RR 8-Makati on January 2; 5) Income and Withholding Tax Verification in RR 8-Makati on January 31 and in LTS on March 2; and 6) Issuance of Refund in RR 8 - Makati on January 31.

    The rollout of the ITS back-end capabilities in the target sites was made possible through the joint effort of the Project Teams created under the Full ITS Rollout Acceleration Program. (By Aileen Marquez)


    CBR Suspense Rate Goes Down

    The Collection and Bank Reconciliation (CBR) Suspense Rates of the Bureau’s computerized offices have improved dramatically. This is the result of the close monitoring of suspense rates being undertaken by the Integrated Tax System (ITS) Sustainability Task Force for Operations.

    As of March 9, more than 76% of the 43 computerized offices have satisfied the 1% standard suspense rate set by the Task Force for the top taxpayers.

    Of the 10 computerized offices who have not yet reached the 1% sustainability standard, only 2 offices are in the 2% level of suspense rate. The other 8 offices are already hitting slightly above the 1% level.
    According to Task Force Project Manager, Gerardo Flores, Jr., it will just be a matter of weeks before all the 43 computerized offices reach the 1% sustainability standard set for the CBR.

    In the case of the Returns Processing System (RPS) Suspense Rate, there are only eight (8) offices, as of March 9, which managed to satisfy the 5% standard set by the Task Force.

    “Monitoring of performance of the computerized offices relative to the RPS Suspense Rate will be the next priority of the Task Force,” said Central Luzon RDC Head Gerardo Flores, Jr. (By Minnie Quintos)


    ACDS trainers mobilized

    A Train The Trainers Seminar on Automated Data Capture System (ADCS) was conducted on March 12 to 16 at the Fujitsu Education Center in Makati.

    Nine (9) revenuers were trained to conduct the briefing on Tax Return e-filing scheduled on April 6. Around 400 employee-volunteers at the BIR National Office (NO) are expected to participate in the initial launching.
    Per Revenue Memorandum Circular No. 16-2001 issued by Commissioner Rene G. Bañez, all BIR NO employees are encou-raged to avail of the e-filing system even if they had already filed their BIR Form 1700 for taxable year 2000.
    The e-filing of tax returns by NO employee-volunteers is part of a series of system checking and fine-tuning to ensure the readiness of the system for its formal launching in June.

    “It is better to see holes in the system while it is still in the testing stage,” said ADCS Project Manager Erlinda Simple.

    BIR e-FILING AND e-PAYMENT SYSTEM

    What is the BIR e-Filing and e-Payment System?

    The Electronic Filing (e-Filing) and Payment (e-Payment) System is the eletronic processing and transmission of taxpayer’s tax return information (including attachments) and taxes due to the government, made through the BIR Web Site via the Internet.

    e-Filing uses BIR-supplied validation and computation rules to check the completeness and accuracy of taxpayer inputs. e-Payment, on the other hand, is the on-line payment and confirmation process between the Automated Data Capture System (ADCS) and participating banks.

    What benefits can we get from the e-Filing and e-Payment System?

    The e-Filing and e-Payment System will:

  • Provide taxpayers with a convenient way to file their tax returns and pay their taxes
  • Generate timely and accurate reports on collection needed for management planning and decision making
  • Address the BIR’s problem of processing voluminous tax returns
  • Reduce the expenses incurred by the BIR in the printing of tax forms
  • How can taxpayers e-file their tax returns?

    Taxpayers equipped with a computer, a modem and an e-mail address can e-file their tax returns by accessing the BIR web site at www.bir.gov.ph. The taxpayer will be able to access the File Returns option where he will be asked to log on to the ADCS.

    How can taxpayers e-pay their taxes?

    Taxpayers who will e-pay their taxes are redirected to an Internet-banking enabled bank, which then processes and transmits the information back to the ADCS and the taxpayer. The results of filing and payment transactions will be known to the taxpayer within a specified period of time.

    How does the Automated Data Capture System (ADCS) work?

    Security features are integrated in the ADCS to protect the integrity of transactions made through the system. All transactions are processed and saved to the ADCS database upon completion and successful submission of information from involved entities. Control numbers are then provided to taxpayers for their filing and payment transaction references. The ADCS e-Filing and e-Payment also provides taxpayers a status inquiry facility through the system for their validated tax return information.

    When is the implementation of the e-Filing and e-Payment System and what is its coverage?

    The pilot implementation of the e-Filing and e-Payment System will be on June 1, 2001. It will be participated in by 730 large taxpayers and 2,000 volunteering BIR National Office employees. Initially, only 13 tax forms are included in the project and these are:

    1601-C -Monthly Remittance of Income Taxes Withheld on Compensation

    1601-E -Monthly Remittance Return of Creditable Income Taxes Withheld (Expanded)

    1602 -Quarterly Remittance Return of Final Income Taxes Withheld

    1603 -Quarterly Remittance Return of Final Income Taxes Withheld on Fringe Benefits Paid to Employees other than Rank and File

    1700 -Annual Income Tax Return*

    2200-A -Excise Tax Return for Alcohol Products

    2200-P -Excise Tax Return for Petroleum Products

    2200-T -Excise Tax Return for Tobacco Products

    2550-M -Monthly Value-Added Tax Declaration

    BIR reaps benefits of tax computerization

    "The Tax Computerization Program (TCP) has been of enormous benefit to the BIR and the taxpayers."

    This was declared by DCIR Lilian B. Hefti as she presented the benefits of tax computerization to the Bureau during the celebration of the completion of full ITS rollout in RR 8 - Makati City on May 28.

    One of the most significant benefits realized from computerization is increased revenue collections as a result of automated detection of stop-filers, delinquent accounts and withholding tax discrepancies.

    "We have collected approximately P 20 Million from the closure of 3,373 stop-filer cases. Linkages with BOC, SEC, and LRA has also provided additional channels for identifying irregularities in taxpayer transactions," said DCIR Hefti.

    The TCP has also contributed much to improving the visibility and responsiveness of the BIR to taxpayers through the development of the BIR Web Page and set up of Information Kiosks, among others.

    Taxpayer compliance has also improved through enhancement of the Bureau's capacity to detect fraud and identify cases for assessment and monitoring purposes.

    With the foundations laid down by the TCP, it is now our utmost interest to build on what we have gained as we venture into innovations focusing on the citizen," said DCIR Hefti. (Minnie Quintos)



    EFPS - Enrollment Phase launched to taxpayers

    The BIR launched on June 1 the Enrollment Phase of the Electronic Filing and Payment System (EFPS) to volunteering large taxpayers by going live in the internet via the BIR website (www.bir.gov.ph).

    Volunteering large taxpayers, who signified their intention of availing the EFPS through a Letter of Intent, can now enroll with the System and subsequently file their tax return forms electronically.

    The Enrollment Phase is a preliminary step needed to enable taxpayers to avail of the paperless filing of returns and payment of taxes.

    Taxpayers who enrolled to EFPS will receive an e-mail from the Bureau within 3 to 10 days, confirming the activation or rejection of their application for enrollment.

    BIR implements e-bidding

    The BIR implemented the first phase of its e-procurement process with the electronic bidding (e-bidding) of the National Office's emergency generator set on June 4 at the BIR Executive Conference Room.

    An electronic billboard was used during the bid proper. The e-bidding event, which lasted for almost two hours, adopted the reverse auction process wherein the lowest bidder wins. Bayan Trade Com, Inc. facilitated the bidding process, and provided the platform and services for the e-bidding.

    With the adoption of electronic and digital tools in the implementation of procurement procedures, the Bureau is expected to generate more savings.

    Full implementation of the e-Procurement System, which covers canvassing, ordering and purchasing, will also expedite the delivery of quality goods and services to the BIR since the entire procurement process will then be done online.

    Checklist of requirements for application of eligibility and bid documents are available for issuance on July 23, 2001 to prospective bidders at BAC-IT Secretariat Office, Room 306, RCC Building, BIR-NOB Compound, BIR Road, Diliman, Quezon City.

    EFPS Management Briefing conducted

    The electronic processing and transmission of tax return information payment of taxes over the Internet, known as the Electronic Filing and Payment System (EFPS), was formally introduced to BIR top officials through a management briefing conducted on May 9 at the BIR Training Room.

    The briefing was conducted to give Bureau officials the look and feel of the system in the areas of enrollment, log on, inquiry and e-filing.

    Deputy Commissioners (DCIRs) Lilian B. Hefti, Lilia C. Guillermo and Edmundo Pascual P. Guevara led other Bureau officials in attending the said briefing.

    DCIR Guevara, who aired his concern about the security features of the system, was assured by DCIR Guillermo that EFPS uses the most advance and state-of-the-art technology that would ensure the security of electronic transactions between the taxpayers and the Bureau.

    TAX RETURNS E-FILING PROCEDURES*

    1. Access the BIR website at http://130.1.1.29:7001/index.html (intranet) or at http://www.bir.gov.ph (internet).
    2. Click on the <E-FILING> button to access the ADCS Logon Page.
    3. Log on to the ADCS by supplying the Taxpayer Identification Number, Username and Password.
    4. Answer the Challenge Question to proceed to the User Menu Page.
    5. Click on the <FILE TAX RETURN> button to display the tax forms that can be accessed by taxpayer depending on the REGISTRATION information supplied in his/her Taxpayer Record Update (TRU) Form.
    6. Select and fill-up the tax return form by supplying the information required.
    7. Click on the <VALIDATE> button to validate entries in the tax return form and to compute the amount of tax due.
    8. Click on the <EDIT> button to modify entries in the tax return form (if necessary) after validation.
    9. Once all entries are validated to be correct, click on the <SUBMIT> button to submit the validated tax return form. A Filing Reference Number will be generated and displayed after successful submission of the tax return form.

    Makati celebrates full ITS rollout

    Revenue Region (RR) No. 8 - Makati City has reasons to celebrate after the groundwork for the operation of the full Integrated Tax System (ITS) was completed in the region on May 16.

    To celebrate the full ITS rollout in RR 8, a program was held on May 28 at the ground floor of the Atrium Building in Makati.

    RR 8 Asst. Director Alfredo Misajon presented the Makati region's tax computerization journey. This was followed by a presentation on the benefits of computerization realized in RR 8 delivered by DCIR Lilian B. Hefti, which was supplemented by a video presentation on the ITS.

    Certificates of Recognition and tokens were awarded to the officials and selected personnel of the region, its district offices and Revenue Data Center, to acknowledge their support and contribution in making full ITS work in Makati.

    Since the region's entry into the ITS-enabled environment in 1998, several front-end and back-end systems were rolled out in its eight district offices. These systems are: registration; electronic data transmission; payment; stop-filer detection; RDO-based returns processing; bank reconciliation; receivables; taxpayer profiling; NOMIS management reporting; Tax Debit Memo issuance; withholding tax reconciliation; audit and issuance of refunds and Tax Credit Certificates.

    The Makati region, being the premier financial center of the country, has been chosen as the pilot site that will showcase the benefits of full operationalization of the ITS. (Rowena Altura)



    ITS rollout continues

    Several functionalities of the five (5) back-end capabilities of the Integrated Tax System (ITS) were rolled out in various sites during the second quarter of the year.

    The functionalities rolled out from the period April to May are the following: 1) under Taxpayer Profiling Using NOMIS capability - Large Taxpayer - specific implementation, invalid TIN cases from the Bureau of Customs, specific audit request, Letters of Authority/Audit Notice, automated Tax Verification Notice, protested cases and account halt for multiple return filed for one-time transactions; 2) under Issuance of Tax Credit Certificate (TCC)/Tax Debit Memo (TDM) capability - processing of TCC using Audit and Case Monitoring Systems (CMS); 3) under Management Reporting thru Executive Information System capability - registration and collection statistical planning and reporting, returns and cases statistical planning and reporting and new statistical reports on zonal valuation; 4) under the Income and Withholding Tax Verification capability-data entry of 1700 and non-1700 attachments and agent alphalist vs. 1700 and non-1700 attachments; and 5) under Issuance of Refunds capability - processing of refunds using Audit and CMS.

    Most of the functionalities mentioned were rolled out in RR 8-Makati, while some were rolled out at the Large Taxpayers Service and Makati-Large Taxpayers District Office.

    The rollout of the ITS back-end capabilities in the target sites was made possible through the joint effort of the Project Teams created under the Full ITS Rollout Acceleration Program. (Pinky Paller)


    BIR IT capabilities showcased

    The Bureau of Internal Revenue showcased its Information Technology (IT) capabilities during the Outsourcing and Subcontracting Exhibition held at the Philippine Trade Center in Roxas Boulevard on June 28 to 30.

    The exhibit was held to showcase to local and foreign audiences the full extent of Filipino IT capability and the real state of IT and e-commerce development in the country. This was participated in by various IT practitioners, end-users, developers and vendors from both public and private sectors.

    The Bureau presented some of its IT capabilities in the exhibit which include, among others, the Integrated Tax System (ITS), TIN Verification System (TVS), Electronic Filing and Payment System (EFPS), Third Party Information (TPI) Linkage, and Performance Management System (PMS).

    At the opening of the exhibit, DCIR Lilia Guillermo and HREA Erlinda Simple delivered a presentation on the Tax Computerization Program of the BIR and the Electronic Filing and Payment System, respectively.

    BIR to accept on-line tax filing and payment

    The BIR has adopted a technology-based system that promotes the paperless filing of tax returns and payment of taxes.

    With the implementation of the Electronic Filing and Payment System (EFPS) pursuant to Revenue Regulations No. 9-2001, taxpayers may now opt to file their tax returns or pay their correct taxes electronically over the Internet through the BIR web page (www.bir.gov.ph).

    EFPS Project Director, DCIR Lilian B. Hefti, said that under the new system, taxpayers now have the luxury of settling their internal revenue tax obligations anywhere and anytime they could access the Internet.

    EFPS Project Manager, ACIR Erlinda Simple, assured taxpayers that all information filed through the system is secured.

    "EFPS uses the most sophisticated, commercially-available encryption system to secure all information transferred to and from the taxpayers' computers and the BIR computer system," ACIR Simple said.

    State-of-the-art encryption technology such as the Secure Sockets Layer (SSL), which is the industry standard protocol for secure web-based communications, is an integral feature of the EFPS.

    For the initial implementation of the system, taxpayers can only e-file the following tax returns: withholding tax returns - 1601C, 1601E, 1602, 1603; income tax returns - 1700, 1702, 1702Q; excise tax returns - 2200A, 2200P, 2200T; and value-added and percentage tax returns - 2550M, 2550Q, 2551.
