Year-Round Tax Campaign

BIR launched its year-round nationwide tax campaign for 2003 last February 24 with the theme "BUWIS KO, ALAY KO". Globe and Smart Telecommunications, McDonalds, San Miguel Corporation, Air 21, Lina Group of Companies and the Federation of Fil-Chinese Chamber of Commerce and Industry, Inc. supported the campaign by sponsoring advertisements through multi-media systems (print, media, billboard, tarpaulin streamers) and contributing tax campaign materials. Various television networks (ABS-CBN 2, GMA 7, PTV 4, ABC 5, RPN 9 and IBC 13) likewise provided free airtime for the showing of BIR informercials.

To manifest their support for the Bureau's campaign for the early filing of tax returns, members of the Bangon Filipino Movement Philippine Chamber of Commerce and Industry (PCCI), Trade Union Congress of the Philippines (TUCP), Filipino Chinese Chamber of Commerce (FCCI), Philippine Retailers Association (PRA), El Shaddai, Federation of Philippine Industries (FPI) and Employees Confederation of the Philippines (ECOP) and the Undersecretaries Association of the Philippines "symbolically" filed their returns on March 10 and 31, respectively, way ahead of the April 15 deadline.

BIR on Wheels

To encourage taxpayers' voluntary compliance, the "BIR on Wheels" has been conceptualized and mobilized nationwide to bring revenue services closer to the taxpayer public. The "BIR on Wheels" is a one-stop shop that handles the issuance of Taxpayer Identification Number (TIN) for new registrants, acceptance of registration payments and issuance of Certificate of Registration, updating of BIR registration information and giving of response to taxpayer queries, which includes TIN verification. The project had its first stop at the ABS-CBN last February 26 to encourage professionals from the entertainment industry to register as VAT taxpayers. UnionBank provided support to the BIR in this endeavor.

VAT Riders Team

A cycling team, called the BIR VAT Riders, joined the Tour Pilipinas 2003 caravan for the first time to promote tax consciousness and voluntary tax compliance, particularly in relation to the Value-Added Tax (VAT), it being a big component of BIR collection. The caravan, which is a fifteen stage 2,456 kilometer cycling marathon covering all Luzon provinces, started in Legaspi City, Albay last April 26 and ended on May 11, 2003 at the Quirino Grandstand in Luneta. The Lina Group of Companies sponsored the BIR's participation in the Tour Pilipinas 2003 marathon through the VAT Riders.

BIR Text Raffle Promo

To encourage consumers to habitually ask for receipts every time they make purchases (whether goods or services), the BIR launched the "Bayan, I-txt ang Resibo" raffle promo last June 2. This year's lottery is being conducted electronically via the short messaging system (SMS) or texting and use of random selection software for the determination of winners.

In view of the success of the Bureau's text raffle promo, the BIR has extended its conduct until December 15,2003. In Part II of the raffle promo, there are ten (10) weekly draw, which started on October 10. On said draws, there will be two (2) winners (texter) of P 25,000 for each of the Bureau's 19 Regional Offices, bringing to 380 the total number of the weekly draw winners.

There are also two (2) monthly draws to be held on October 31 and November 28 with one (1) winner (texter) each of P 1Million.

On December 15, there will be a Christmas Draw wherein three (3) winners of P 1 Million each (texter) and three (3) winners of P 50,000 each (issuer) will be drawn.

Only receipts/invoices issued from September 15 to December 14, 2003 are qualified as entries in Part II of the raffle promo.

BIR Contact Center

After its soft (internal) launch last August 4, the BIR Contact Center (BIRCC) is due for public launching in December 2003.

The establishment of a Contact Center is part of the Bureau of Internal Revenue's (BIR) strategy to encourage voluntary compliance of taxpayers by making tax information more accessible to them.

The Contact Center is envisioned to be a state-of-the-art facility where taxpayers can immediately obtain accurate and consistent tax information at a single point of contact as well as give feedback concerning tax administration.

By providing a single contact (telephone) number for the BIR (981-8888), taxpayers can have easier access to general (frequently asked) tax information. Incidents of callers being referred to wrong BIR offices will also be minimized, if not totally eliminated.

Taxpayers will also be properly advised by the Contact Center Agents on the documents they have to bring before they go to the Revenue District Offices (RDOs) for a particular transaction (i.e. TIN application, registration of books of accounts, etc.). As a result, transaction time in the RDOs will be significantly reduced.

Self-service information on TIN application and filing of tax forms were also made available in the Center's Interactive Voice Response System (IVRS) to make such information accessible even after office hours and during holidays.

With the BIRCC handling the bulk of general inquiries, frontline offices will have more quality time to attend to walk-in taxpayers because of the reduced volume of calls that will be received by them.

Other than responding to taxpayer inquiries, feedback (complaints and suggestions) of taxpayers will also be handled by the Contact Center through a tracking system that will have the capability to log feedback and track down the status of actions taken by concerned offices in the Bureau.

The BIRCC project is a joint undertaking of the BIR and the Canadian International Development Agency (CIDA)/Policy Training and Technical Assistance Facility (PTTAF) Executing Agency.

Ø Immediately respond to general inquiries raised via telephone, e-mail and voice mail concerning the following:

· Tax Registration - TIN application, application for Computerized Accounting System and Cash Register Machine/Point of Sale Machine, Authority to Print invoices, etc.
· One-Time Transactions - Capital Gains Tax, Donor's Tax, Estate Tax and Documentary Stamp Tax
· Tax Information - Income Tax, VAT, Withholding Tax, Percentage Tax
· Revenue Issuances - Revenue Regulations, Revenue Memorandum Orders, Revenue Memorandum Circulars, etc.
· e-Services - eFPS, eBroadcasting, eTIN, eRaffle, etc.
· BIR Special Projects - Voluntary Assessment and Abatement Program (VAAP), Modified Tax Compliance Verification Drive (MTCVD), Letter Notice Monitoring, etc.
· Other Information - Directory of Offices, List of Accredited Agent Banks, Zonal Values, etc.

Ø Log comments, suggestions, complaints on revenue personnel and report of violations of taxpayers (i.e. non-issuance of official receipts, etc.) and refer to appropriate BIR offices for resolution

Ø Do outbound calls to promote BIR projects and follow up compliance of taxpayers with Letter Notices sent by the BIR, among others

Posting of Zonal Values in Website

To promote transparency in BIR operations, the Fellowship Organization of Christians in Government (FOCIG) agreed to publish in its website the updated zonal value of real properties. FOCIG's website will be hyperlinked with the BIR website and will serve as an alternative source of the prescribed real property values to be used for internal revenue tax purposes. The FOCIG is a non-government organization with members from around 65 government agencies whose mandate is to help promote good governance.
