    Year 2004

    BIR MONITOR ISSUE NO.
    HEADLINE
    The BIR's first Electronic Services Lounge (eLounge) that will provide taxpayers with free internet access to the Bureau's various eServices was inaugurated last October 8 in RR 8 - Makati City.
    The BIR launched last September 8 at RPN 9 the Bureau's eRaffle promo, "Bayan, I-txt ang Resibo 2004."
    Deserving revenue personnel and top Centennial Taxpayers were recognized on the occasion of the Bureau's centennial anniversary celebration on August 2, 2004.
    BIR celebrated its Centennial Anniversary last July 29 to August 2 with a series of meaningful and exciting activities.
    Commissioner Guillermo L. Parayno, Jr. has approved the deferment of the effectivity date of implementation of the mandatory Electronic Filing and Payment System by the identified top 10,000 corporations until August 1, 2004.
    The Bureau has given taxpayers interested to vie for the Centennial Taxpayers award until June 30, 2004 to fulfill the qualification requirements of the CTRP.
    Several activities have been lined up for the BIR centennial anniversary celebration, which are geared towards chronicling the Bureau's past achievements and present programs.
    Since the launching of the Centennial Taxpayers Recognition Program (CTRP) on March 2, 2004, ten (10) organizations have already pledged their full support to the Program.
    The BIR launched on March 2, 2004 its Centennial Taxpayers Recognition Program or CTRP as a way of honoring the country's top taxpayers who have contributed significantly to the pursuit of government's development programs.
    For the first time after 5 years, the BIR exceeded its annual collection target.

    Outgoing Finance Secretary Jose Isidro N. Camacho delivers his farewell message to revenuers during the flag raising ceremony held in the National Office on December 15, 2003.
    An enhanced Electronic Filing and Payment System (eFPS) is set to be launched by December 2003.
    The BIR produced three (3) millionaires on October 3, 2003 out of its "Bayan, I-txt ang Resibo" eRaffle promo.
    The BIR is extending the conduct of the "Bayan, I-txt ang Resibo" raffle promo until December 15, 2003.
    The BIR had a week-long celebration of its 99th founding anniversary, which started with a thanksgiving mass on August 1, 2003.
    The BIR Contact Center was launched on August 4, 2003 on the occasion of the Bureau's 99th anniversary celebration.
    BIR formally kicked off the Full Outsourcing of the Electronic Filing and Payment System (eFPS) Project on May 6, 2003.
    BIR launched the "Bayan, I-txt ang Resibo" raffle promo, which is being conducted electronically via the short messaging system (SMS) or texting.
    Cabinet Undersecretaries filed their Income Tax returns (ITRs) on March 31, 2003 at the BIR National Office to signify their support for the Bureau's campaign for early filing of ITRs.
    Members of the Bangon Pilipino Movement manifested their support to the Bureau's tax campaign program by filing their Income Tax returns as early as March 10 at the BIR National Office.
    The BIR's nationwide tax campaign for 2003, dubbed as "Buwis Ko, Alay Ko," kicked off on February 24, 2003 at the Atrium Building in Makati City.
    Commissioner Guillermo L. Parayno, Jr. laid down the Bureau's directions for 2003 in his New Year message to revenuers delivered during the flag-raising ceremony held on January 6, 2003.


Year 2002

Commissioner Guillermo L. Parayno, Jr. reported to revenuers 3 important developments in revenue administration during the flag-raising ceremony held on December 16, 2002.
The BIR formally launched to the public its tax payment confirmation system through Electronic Broadcasting on November 15, 2002.
The BIR launched the Electronic Broadcasting System on October 25, 2002 to address the problem of diversion of tax payments to the personal accounts of criminal elements.
Commissioner Guillermo L. Parayno, Jr. urged revenuers to meet the Bureau's remaining collection target for 2002 during the flag-raising ceremony held on September 2, 2002.
Finance Secretary Jose Isidro N. Camacho announced on August 28, 2002 the appointment of former Customs Commissioner, Guillermo L. Parayno, Jr., as the new Commissioner of Internal Revenue.
Finance Secretary Jose Isidro N. Camacho expressed optimism that the BIR is still capable of meeting its collection target in 2002.
Commissioner Rene G. Bañez announced that the Executive Order for the restructuring of the BIR is targeted to approved in June.
DCIR Lilia Guillermo presented to representatives of various government agencies the benefits and features of the Electronic Filing and Payment System (EFPS) on April 9, 2002.
The "net sincerity" rating of BIR has improved by 19-points based on the results of survey conducted by the Social Weather Stations on public sector corruption.
CIR Rene G. Bañez presented to the House Committee on Ways and Means the BIR's collection performance for 2001 and programs for 2002 during a briefing held on February 13, 2002.
New York-based Moody's Investor Service cited in its report the role of BIR performance in containing last year's budget deficit.
The Bureau's top officials formulated the BIR strategic plans and directions for 2002 to 2004.

Collections made by Accredited Agent Banks under the Voluntary Assessment Program already stood at P 1.327 Billion as of October 31, 2001.
Members of the Presidential Committee on Effective Governance gave Commissioner Rene G. Bañez the go-signal to restructure the BIR.
DOF and DBM expressed support for the BIR transformation process in a Multi-Sectoral Forum on Tax Administration.
CSC and DBM assured BIR of support in the latter's restructuring program during a joint consultation held on August 14, 2001.
President Gloria Macapagal-Arroyo, in her first State-of-the-Nation Address, expressed her full support to Commissioner Rene G. Bañez in overhauling the BIR.
DCIR Estelita Aguirre assured all revenuers that "there are sufficient items for everyone and no one will be demoted in the course of implementation of E.O. 175."
Executive Secretary Alberto G. Romulo reiterated the Arroyo administration's full trust and support to Commissioner Bañez's efforts in reorganizing the BIR.
Commissioner Rene G. Bañez ordered the reshuffle of 78 top revenue officials to further strengthen the Bureau's collection efforts.
The BIR received a favorable response from representatives of the Executive Branch on the proposed transformation process in the Bureau.
The BIR transformation initiatives gained support of Finance Secretary Alberto G. Romulo and representatives of various funding agencies.
Commissioner René G. Bañez presented the policy directions of the BIR for 2001 to 2003 to top revenue officials.
Commissioner René G. Bañez prohibited revenuers from accepting fee, gift or other valuable item given in the course of official duties.
Commissioner René G. Bañez vowed to work on the transformation of the BIR into a taxpayer-focused agency.
Newly-installed President Gloria Macapagal-Arroyo appointed Atty. René G. Bañez as the new Commissioner of Internal Revenue.
The BIR discussed with the Bankers Association of the Philippines its proposed expansion of the mandatory use of TIN.
