BIR CHANGE MANAGEMENT PROGRAM
When the Bureau started to embark on a massive
transformation program such as computerization of systems and processes
thru the Tax Computerization Project (TCP) and organizational restructuring
to align with the computerized environment with the approval of
E. O. No. 175 dated November 3, 1999, numerous challenges were faced
and resistance surfaced from both internal and external stakeholders.
To prepare for these challenges and in order to address issues related
to the major changes that are taking place towards achieving our
vision of becoming a world-class tax administration agency, the
management provided the foundation for a rational Change Management
Program at the Bureau.
This program aimed to smooth out any resistance to the changes going-on
for their successful implementation by getting all stakeholders
to effectively accept, commit and participate in the change activities
geared towards the realization of the Bureau's objectives.
BIR stakeholders at all levels should know and understand the reasons
for change. In order to generate awareness, build widespread acceptance
and soften the impact of these changes, various change management
initiatives were undertaken and are still currently being done by
the Management Division of the Policy and Planning Service. These
include the conduct of Change Management Workshop for BIR Officials
to build capabilities for managing change projects, conduct of ITS
Rollout Orientations for personnel in the rollout site to convey
timely and accurate information regarding the system to be rolled
out and provide a venue for them to raise their issues and concerns
regarding the changes introduced, conduct of Change Management Briefing
for personnel who will be affected by the devolution/RDO-based processing,
distribution of ITS Primers and posting of flyers on ITS Capabilities
to establish constant presence of rollout messages.
Likewise, the "Communication Support to Manage Change Project"
was also undertaken to further strengthen the capability of the
offices involved in communicating changes. Further, information,
education and communication materials regarding Tax Computerization
Project, Organizational Restructuring thru Executive Order No. 175,
Large Taxpayers and Excise Taxpayers Primers were prepared with
the technical assistance of the Asian Institute of Journalism and
Communication for dissemination to BIR offices and external stakeholders.
Change Management will continue to focus its efforts to getting
"buy-ins", building widespread acceptance and commitment
to the changes brought about by the transformation program and other
future undertakings of the Bureau.
