Comprised of 13 Municipalities identified as upland areas in the province - Alilem, Banayoyo, Burgos, Cervantes, Galimuyod, Gregorio del Pilar, Lidlidda, Quirino, Salcedo, San Emilio, Sigay, Sugpon and Suyo. These upland municipalities have a total area of 1,489.07 sq. kms., occupying about 57.7 percent of the total pprovincial area. 21 municipalities with a total area of 1,091.51 sq. kms. are considered lowlands areas - Sinait, Cabugao, San Juan, Magsingal, Sto. Domingo, San Ildefonso, San Vicente, Sta. Catalina, Caoayan, Vigan, Bantay, Santa, Nagbukel, Narvacan, Sta. Maria, San Esteban, Santiago, Candon, Sta. Lucia, Sta. Cruz and Tagudin. The district is bounded by Ilocos Norte in the North; Abra, in the Northeast Mountain Province in the East, Benguet, in the Southeast, La Union in the Southwest and on the West by China Sea. The province falls within latitude 16" 40' to 17º to 54' North and longtitude 120º 20' to 120º 56' East. Vigan, the provincial capital is approximately 395 kilometers by road to Manila. The province of Ilocos Sur has a land area of 2,579.6 sq. km. with a population of 545,385 as of 1999. It located along the western coast of Northern Luzon.
